The lanuage you speak of has been available for many many years using now known as Oracle Express. It is a perfect tools with a 4GL lanuage. The problem with Express is its rollup. Pretty slow in today standards, but for analytical modeling it is hard to beat. Not good for everyday bottom-line reporting.
